6 when I first requested his asance in helping to transform a state agency in crisis into a first rate public service organization. He did not hesitate to accept this overwhelming challenge and immediately set about to uncover the root causes of the agency’s significant maladies.

Charles King organized and facilitated sensing sessions and focus groups of our internal and external customers to uncover long festering issues among these groups. Working with them he helped develop realistic action plans to address these problems completely and directly. I cannot over emphasize his skill in relating to and gaining the respect and confidence of diverse interest groups. In our case, many of our external interest groups were openly hostile to our agency and our employees were defensive and highly suspicious of external assistance. I cannot imagine a more complex and divisive scenario for organizational development and trying to gain public support. He was particularly effective in relating to and working with state employees to show them how to improve their own agency. Mr. King’s extraordinary skill in working with groups with conflicting goals and interests to bring them to a common, positive point of action was responsible for transforming our agency into what I believe to be a model of public service excellence.

I have known Charles for more than ten years. I met him for the first when he appeared before me when I was Wake County Manager at a meeting with my local city officials. He was given twenty minutes to speak to our group, telling us of his services. At the end of that presentation, on the spot, I asked him to appear before my entire Wake County management staff. After a two hour meeting, The response from the staff was remarkable. Never had my staff been so unanimous as they agreed to proceed with Charles's consulting services.

Over the succeeding several months of working with our County Management team this dynamic, confident man offered advice and counsel that literally changed the way we did business in the county. We became more expert, more customer focused and customer friendly. Charles's observations were clear, to the point and they gave us insights into our organization that were not clear to us before.
